1. Organizing Authority

The Organizing Authority (OA) is the Virgin Islands Optimist Dinghy Association (VIODA)

2. Rules

This event will be governed by the ‘rules’ as defined in the RRS, the Rules of the IODA, the NOR and the SI’s. Where there is conflict between the NOR and SI’s, the SI’s will prevail.

3. Schedule

Thursday, April 25 – Clinic and Practice Races

Friday, April 26 – Team Racing

Saturday, April 27 - Day 1 of VIODA Championship Regatta – 4 races intended

Sunday, April 28 – Day 2 of VIODA Championship Regatta – 4 races intended

4. Eligibility and Entry

4.1 The regatta is open to all boats of the Optimist class.

4.2 Eligible boats may enter by completing the on-line registration process at www.regattanetwork.com by April 15, 2013.

4.3 The SI’s will be available in advance of the event at www.vioda.org .

4.4 The official venue and notice board will be at Wharfside Village, Cruz Bay, St. John. 2

5. Fees

5.1 Required fees are as follows:

Clinic Fee: $60

Team Racing Fee: $10 per Sailor

Hull Charter: $50

Regatta Fee: $50

6. Race Area

The Race Area will be the waters between Chocolate Hole, St. John and Little St. James.

7. Format of the Championship

7.1 The 2nd VIODA Championship comprises two championships:

7.1.1 The 2nd VIODA Championship Regatta (Regatta);

7.1.2 The VIODA Optimist Team Racing Championship (Team Race);

7.2 For the Regatta:

7.2.1 There will be two fleets, Green and Championship

7.2.2 The selection of fleet is the sailor’s choice and is made during on-line registration. At least 10 sailors must be registered for the Green fleet by April 15; otherwise, all sailors will sail in the Championship fleet.

7.2.3 There must be at least three races to make a regatta.

7.2.4 The course for the fleet racing will be an outer-loop trapezoid with the finish line at the end of the second windward leg. A modification of this course will be used for the Green fleet.

7.3 For Team Racing:

7.3.1 The event is organized for a maximum of 8 teams.

7.3.2 Each team shall comprise of 4 or 5 competitors of which 4 may sail in each race.

7.3.3 The seeding will be done by a consensus of the coaches participating in the event.

7.3.4 For the team racing championships the course will be a starboard "S" course.

8. Scoring

8.1 When less than six races have been completed; a boat’s series score will be the total of all of her race scores.

8.2 When six or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

8.3 Triple Crown scoring will be the cumulative score from participation in any one, two or three events Triple Crown events with the worst score thrown out after every 6 races have been completed.

9. Boats

Charter Hulls will include the following equipment: bowline, mainsheet block, and airbags. Charter sailors are asked to bring blades, spars, sail, mainsheet, bailers, and praddle. Local skippers will use their own boats and rigs.

10. Penalties

The 720 degree turns penalty RRS 44.2 will be used. 3

11. Right of Appeal

The protest Committee’s decision shall be final. The VIODA have agreed that there shall be no right of Appeal in accordance with RRS 70.4 b.

12. Scoring

The Low Point Scoring Systems Appendix A 4.1 will be used.

13. Prizes

13.1 Prizes for the VIODA Championship will be awarded for 1st, 2nd, and 3rd places and Highest Scoring Girl in the Regatta and for the each member of the winning Team in Team Racing.

13.2 Prizes for the VI Triple Crown will be awarded for 1st, 2nd, and 3rd places and the Highest Scoring Girl.

14. Coach and Support Boats

14.1 Coaches and other support personnel shall not be in the racing area from the time of the competitors warning signal until the competitor has finished or the Race committee signals a postponement, general recall or abandonment. The penalty for failing to comply with this requirement will be disqualification of all competitors associated with the infringement coach or support personnel.

14.2 The racing areas will be defined to include an area 100 feet outside the line created by: 1) the marks of the course, and 2) a point 45 degrees to the starboard and to windward of the race Committee boat, and 45 degrees to the starboard and to leeward of the windward mark. All coach and support boats shall respond immediately to the instructions of the race officials and safety boats.
